Bipartisan legislation introduced recently in the House would require that PBMs pass through the majority of rebates to Medicare beneficiaries at the point of sale to lower cost sharing.
Critics of such rebate reforms have pointed to studies indicating they will lead to higher premiums as plans look to offset the decrease in savings.
The Medicare Part D redesign will increase financial pressure on Part D plans and is also expected to increase premiums (which CMS plans to deflect through a demonstration). Lawmakers may become wary of exacerbating the disruption caused by the redesign by also restricting rebates.
