The Cosmetic Ingredient Review Expert Panel has agreed to issue a tentative amended safety designation for dibutyl adipate after new data were submitted to the panel by industry. The review group made its decision at a meeting in Washington, D.C. Nov. 18-19.

In an earlier conclusion, CIR had found available data were insufficient to support safety; the panel first issued a final review of the ingredient in 1994 (¹ Also see "POLYVINYL ACETATE IS SAFE AS USED, CIR DECLARES" - HBW Insight, 19 September, 1994., p. 7).

Among the data received and reviewed by the panel was information on: concentration and use; method of manufacture; impurities; dermal irritation and sensitization; and ocular irritation.

Dibutyl adipate is used as a plasticizer, skin conditioning emollient and solvent. The ingredient typically is used in cosmetic products such as nail enamel and suntan gels, creams and lotions.

In other action at the CIR meeting, the panel issued informal data requests for capsicum annuum extract group and 2-amino-3-nitrophenol group (see chart: " ² Cosmetic Ingredient Review Report Status "). Little safety data are available on the botanical ingredients in the capsicum group, the panel noted.

CIR is asking for information on each of the botanical ingredients with regard to: composition; use concentration; UV absorption; dermal irritation and sensitization; 28-day dermal toxicity study of botanical ingredients in a leave-on preparation; ocular irritation data; and any additional concentration of use data on botanical ingredients.

CIR Director Alan Andersen, PhD, recently told industry that botanical ingredients remain a concern for the panel because so little specific data exist. Andersen addressed CIR's concerns while speaking at the Cosmetic, Toiletry & Fragrance Association Science Executive Leadership Conference in October.

The panel also is requesting concentration of use data on capsaicin (the active ingredient in capsicum), which functions as an external analgesic, a fragrance ingredient and a skin-conditioning agent. The panel likely will revisit capsicum at its June 9-10 meeting.

For 2-amino-3-nitrophenol, CIR is requesting data on: impurities; UV absorbance; dermal penetration; genotoxicity; structure activity relationships; and any available analyses of epidemiological studies of hair dyes.
